English translation
In India councils are a part of the government; this is the start of our political perfection.
We were always beggars, begging* was our way; the rich should now acquire the skill of ‘begging’.
* Refers to the ‘begging’ for votes by the rich people. Adult suffrage did not come into the Indian sub-continent till the Government of India Act 1935. Till then suffrage was restricted to persons above a certain annual income.)
