اجتہاد اندر زمان انحطاطقوم را برہم ہمی پیچد بساط
English translation
In the time of decadence, to seek to exercise, the speculative judgment of the mind completes the people’s havoc finally;

انحطاط کے زمانے میں اجتحاد قوم کا شیرازہ بکھیر دیتا اور اس کی بساط لپیٹ دیتا ہے۔

This is couplet 18 of 28 in “در معنی اینکہ در زمانۂ انحطاط تقلید از اجتہاد اولی تراست” (That In Times Of Decandence Strict Conformity Is Better Than Free Speculation) in the section The Pillars of Islam, from Allama Muhammad Iqbal's Persian book Rumuz-e-Bekhudi (رموزِ بیخودی), published in 1918.
